RAIS wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi Mhe. Dk. Amani Abeid Karume leo ameshiriki katika Sherehe za kutimiza miaka 35 ya Uhuru wa Msumbiji, zilizofanyika huko mjini Maputo.

Rais Karume aliwasili jana mjini Maputo akiwa amefuatana na mkewe mama Shadya Karume, Waziri wa Utalii, Biasahara na Uwekezaji Mhe. Samia Suluhu Hassan, Naibu Waziri wa Mambo ya Nje Mhe. Balozi Seif Ali Idd pamoja na maafisa wengine wa serikali.

Rais Karume ambaye amemuwakilisha Rais Jakaya Mrisho Kikwete katika Sherehe hizo za uhuru wa Msumbiji jana jiano alihudhuria chakula cha usiku kilichoandaliwa na Rais wa Msumbiji Mhe. Armando Emilio Guebuza huk Ikulu.

Leo asubuhi Rais Karume alishirikiana na viongozi wengine katika kuweka maua kwenye makaburi ya mashujaa katka uwanja wa mashujaa mjini Maputo.

Miongoni mwa viongozi walioshirki ni mwenyeji wa sherehe hizo Rais Guebuza, na Marais wengine wakiwemo Marais wastaafu kutoka nchi za SADC pamoja na viongozi wengine waalikwa kutoka nchi mbali mbali.

Baada ya hapo Rais Karume alihudhuria sherehe za upokeaji wa mwenge wa umoja katika uwanjawa huru ambapo sherehe kuu za uhuru wa Msumbiji zilifanyika.

Msumbiji imeanzisha mbio za mwenge kwa mara ya mwazo mwaka huu na leo ndio kilele chake baada ya kutembezwa nchi nzima mwenge ambao umepokewa na Rais Guebuza.

Herehe hizo zilifuatana na maombi kutoka dini tofauti, maandamano,ngma za utamaduni, gwaride la vikosi vya ulinzi pamoja na kupigwa mizinga ya kuashiria sherehe hizo.

Katika hotuba yake aliyoitoa Rais Guebuza katika sherehe hizo alieleza mafanikio yaliopatikana nchini humo tokea kupatikana kwa uhuru mwaka 1975.

Alieleza kuwa licha ya changamoo mbali mbali zinazokabiliw na nchi hiyo lakini Msumbiji imeweza kuapta mafanikio makubwa ikiwa ni pamoja na kuimarisha umoja, mshikamano sanjari na amani a utulivu unaoendelea hadi leo hii.

Rais Guebuza aliwapogeza viongozi wote walioshirikiana nae katika sherehe hizo pamoja na kuzipongeza nchi rafiki kwa kuendeleza uhusiano na ushirikiano uliopo kwa muda mrefu ikiwemo Tanzania.

Baada ya sherehe hizo Rais Guebuza aliwalika chakula cha mchana viongozi wote waliohudhuria sherehe hizo akiwemo Rais Karume, Mama Shadya Karume pamoja na ujmbe aliofuatana nao.

Miongo mwa Marais waliohudhuria sherehe hizo ni Rais Mugabe wa Zimbwabwe, Rais Mfalme Mswati wa Swaziland, Rais wa Botswana Generali Seretse Khamaian Khama , Mfalme Letsie wa Lethoto na marais wengine wakiwemo wastaafu Benjamin Mkapa wa Tanzania, Masire wa Botswana, Kaunda wa Zambia, Mbeki wa Afrika Kusini na wengineo.

Maelfu ya wananchi wa Msumbiji walishiriki katika sherehe hizo wakiwemo wanafunzi na wafanyakazi wa taasisi mbali mbali za umma na binafsi. Msumbiji imepata uhuru wake Septemba 25, 1975 kutoka kwa wakoloni wa Kireno.

UFAFANUZI WA TANGAZO LA HAKIELIMU KUHUSU UJENZI WA NYUMBA ZA WALIMU


Kutokana na taarifa zilizotolewa na gazeti la HabariLeo la tarehe 19 Juni ukurasa wa 4, na kurudiwa kwenye tahariri ya gazeti hilo la tarehe 20 Juni ukurasa wa 6, HakiElimu inapenda kutoa ufafanuzi kwa umma kuhusu maana, malengo na ukweli wa takwimu za ujenzi wa nyumba za walimu zilizotumika kwenye tangazo letu kwa wananchi.

Tangazo ujumbe wa maneno yafuatayo:-

..“.Mwaka 2008, Serikali ilipanga kujenga takriban nyumba za walimu 22,000, lakini zilizojengwa ni kama nyumba 300; yaani asilimia moja tu. Kutokana na upungufu wa nyumba za walimu, walimu wachache waliopo shuleni wanalazimika kufundisha kwa muda mrefu na hata kufundisha masomo wasiyoyasomea. Hali hii inadumaza elimu. Kuna upungufu mkubwa wa nyumba za walimu. Japo hazitoshi, ni muhimu sasa Serikali itekeleze ahadi ya kujenga nyumba 22,000 za walimu, kama mpango wa MMEM unavyosema, kwa mwaka 2010/ 2011”.

Tunapenda wananchi wafahamu ukweli ufuatao:-

1. Chanzo cha takwimu zilizotumiwa kwenye tangazo hilo ni Ripoti ya Serikali ya Utekelezaji wa MMEM II kwa mwaka 2007/2008 yenye jina la “Primary Education Development Programme II (2007-2011): Annual Performance Report FY- 2007/2008) iliyotolewa na Wizara ya Elimu na Mafunzo ya Ufundi na TAMISEMI mwezi Agosti, 2008. Katika ukurasa wa 11, kipengele 2.1.2 kinachohusu “Miundombinu ya shule” (School infrastructure), aya ya kwanza. Serikali inatamka wazi kuhusu idadi ya nyumba ilizojenga kulinganisha na malengo yake. Tunanukuu:

“…The target for 2007/8 under this component was to construct 5, 732 pre-primary classrooms, 10,753 primary classrooms and 21,936 teachers’ houses in rural and remote areas. Providing teachers with houses is a positive incentive and motivation for retaining them in their working areas. In the year under review a total of 1, 263 classrooms, 277 teachers’ houses...were constructed..”

Ikimaanisha kwamba (kwa tafsiri yetu):

“…shabaha ya serikali kwa mwaka 2007/2008 ilikuwa ni kujenga madarasa 5,732 ya elimu ya awali. Madarasa 10,753 kwa shule za msingi na nyumba za walimu 21,936 katika maeneo ya vijijini na yaliyo pembezoni zaidi. Kuwapatia nyumba za walimu ni kichocheo chanya na motisha muhimu ya kuwabakiza walimu katika maeneo yao. Kwa mwaka wa mapitio (2007/8), jumla ya madarasa 1, 263 na nyumba za walimu 277 zilijengwa….”

2. HakiElimu katika tangazo lake haikuongelea ujenzi wa nyumba za walimu kwa kipindi cha uongozi wa serikali ya awamu ya nne, isipokuwa imezungumzia utekelezaji wa MEMM II (2007-2011), tena kwa kipindi cha mwaka 2008 tu.

3. Katika tangazo hilo, HakiElimu haijasema kwamba kuna uhaba wa nyumba 22,000 kama mwandishi wa gazeti hilo alivyobainisha. Bali imesema, Serikali ilipanga kujenga idadi ya nyumba hizo, kama nyaraka zake, MMEM II na ripoti ya Serikali ya utekelezaji wake kwa mwaka 2007/2008 (Primary Education Development Programme II (2007-2011): Annual Performance Report FY- 2007/2008) zinavyobainisha.

4. Vilevile, tangazo la HakiElimu halijasema Serikali ya awamu ya nne kwa kipindi chote cha utawala wake imemudu kujenga idadi ya nyumba za walimu zipatazo 300 tu, bali imesema serikali imejenga kiasi hiki cha nyumba za walimu kwa kipindi cha mwaka 2008 tu. Ripoti tajwa inathibitisha hilo.

5. HakiElimu siku zote inazingatia ukweli na ushahidi wa kitakwimu kutoka kwenye nyaraka za Serikali yenyewe, tafiti zake na za wadau mbalimbali. Pia kwa kutembelea na kuona hali halisi kabla ya kutoa ujumbe wowote.

6. Lengo la tangazo la HakiElimu ni kuonesha madhara yanayotokana na upungufu wa nyumba za walimu; ambayo ni pamoja na kuchangia walimu kadhaa kuacha kazi na kusita kwenda kufundisha hasa maeneo ya vijijini na yale ya pembezoni. Hii ni kutokana na kutokuwa na uhakika wa mahali pa kuishi. Ripoti ya serikali pia imebainisha hili. Katika tangazo hili, HakiElimu inaiomba Serikali kutenga pesa kwenye bajeti ya 2010/11 kwa ajili ya kujenga nyumba nyingine 22,000 za walimu kama ilivyopangwa kwenye MMEM II (kwa mwaka wa fedha 2010/11).

7. HakiElimu inatambua mchango wa mashirika mbalimbali katika ujenzi wa nyumba za walimu nchini na elimu kwa ujumla, lakini inaamini kuwa mchango huo hauzuii mipango na bajeti iliyotengwa na serikali kutekelezwa.

8. Dhima ya asasi za kiraia kamwe sio kupongeza serikali wala kulumbana nayo; na wala sio kupotosha umma. Ni kukuza na kupanua wigo wa demokrasia na ushiriki wa wananchi katika kuleta maendeleo. Wananchi siku zote wanafahamu na wanapaswa kuendelea kufahamu kwamba; moja ya kazi muhimu za asasi za kiraia ni kufuatilia utendaji wa serikali katika masuala yote yanayohusu maendeleo na ustawi wa wananchi.

The law to allow Tanzanians to hold dual citizenship should finally be enacted by the end of the year, Foreign Affairs and International Co-operation minister Bernard Membe said yesterday.

Speaking in Dar e s Salaam at an International Organisation for Migration (IOM) meeting, Mr Membe said research conducted on the proposal had established that the new law would not harm the country.

"The government is regretting locking out Tanzanians overseas during the 49 years of our Independence, while some African countries have been granting dual citizenship to their people," Mr Membe said.

Tanzanians living abroad will receive the news with jubilation, as they have for many years campaigned for the introduction of such a law to enable them to belong to both their host countries and their motherland.

Many have complained that lack of such a law disadvantages them, as it denies them opportunities they could access if they were citizens of the countries where they work. Yesterday, Mr Membe explained that the issue had taken many years to conclude because the ministry did not wish to "rush such a sensitive issue".
He added: "We decided to conduct a thorough research before introducing this law, which deals with the basic rights of a person."

The research had enabled the government to establish that dual citizenship "is not bad, as some people were trying to depict it".

The minister went on: "On the contrary, there will more benefits for the country and the individuals, if we to adopt the law to enable our fellow Tanzanians living abroad to market our country as well."

During the research, it had been found that Tanzanian experts working abroad had been contributing immensely to their host countries. Therefore, he said, the enacting of the law would enable them to also assist their motherland without any hitch.

Mr Membe said the ministry had already started to move to tap the great economic potential of the Tanzanians overseas. After receiving the report, the ministry established a special department to deal with the affairs of those in the Diaspora.

"Everything regarding how to deal with the Tanzanians living abroad is almost ready. We need to fully utilise their skills and wealth to push forward our development agenda," he said.

The Dual Citizenship Act, the minister added, would give those abroad the right to adopt the citizenship of their host countries while maintaining their Tanzanian nationality. Under the current law, a Tanzanian who adopts the citizenship of another country is automatically stripped of his nationality.

Minister Membe said they had directed all the country's embassies and high commissions overseas to register all Tanzanians to enable the government to have full information and data on the nationals living abroad.

Speaking to reporters at the meeting, which brought together experts from various ministries, embassies and some Tanzanian experts working in the UK, Mr Daniel Mwasandube, a quantity surveyor based in Britain, said many Tanzanians had opted to leave the country in search of better lives.

He said most of them "are very patriotic but lack of supportive laws", such the one granting dual citizenship, has blocked them from serving their country better.

"Many Tanzanians cannot land high paying jobs abroad, though they have the qualifications, simply because employers look for people who hold the passports of those countries," he said.

In preparation for the introduction of dual citizenship, the Law Reform Commission was tasked to conduct a national study and gather the public's views.

In 2006, the commission recommended amendments to the relevant laws so that Tanzanians can also enjoy dual citizenship.

According to the 'Final Report on the Introduction of Dual Citizenship in Tanzania', the commission chaired by Judge Anthony Bahati, said the issue deserved "a positive and forwarding-looking consideration".

The commissioners said it was high time Tanzania adopted dual citizenship because in a globalised world, the country could not develop without interaction with other nations.

Dual citizenship, according to the commission, was desirable as it conferred benefits both to the country and nationals desiring to hold the citizenships of other countries.

"A person with dual citizenship has greater flexibility in his choice of where to live and/or work," reads part of the report.

But the members of the commission also recommended that national identity cards be issued first before adopting the system.

Once it becomes law, Tanzanians will no longer have to renounce their citizenship, and the same will apply to foreigners wishing to take up Tanzanian citizenship, if their countries of origin allow that.

Idadi ya Watoto Wanaofanya Kazi za Kuajiriwa Imeongezeka Katika Nchi Za Kusini Mwa Jangwa la Sahara

Idadi ya watoto wanaofanya kazi za kuajiriwa imeongezeka katika nchi zilizopo kusini mwa jangwa la Sahara kutoka milioni 49 kwa mwaka 2004 hadi kufikia milioni 58 kwa mwaka 2008.

Aidha ajira za watoto wenye umri wa kati ya miaka 5 hadi 14 imeongezeka kwani mwaka 2000 ilikuwa milioni 48 sawa na asilimia 28.8, mwaka 2004 milioni 49 sawa na asilimia 26.4 na mwaka 2008 milioni 58 sawa na asilimia 28.4.

Hayo yamesemwa jana na Wangui Inimu ambaye ni Afisa Mtendaji Mkuu wa Taifa kutoka Shirika la kazi Duniani (ILO) nchini Kenya wakati akitoa ripoti ya kimataifa kuhusu hali ya ajira za watoto ilivyo kwa sasa kwa wadau mbalimbali wanaofanya kazi na watoto katika hoteli ya Pan Africa jijini Nairobi.

Akifafanua takwimu za watoto wote wanaofanya kazi hapa Dunia alisema kuwa hivi sasa wako milioni 215 na kati ya hao watoto milioni 115 wanafanya kazi ambazi siyo salama kwa maisha yao .

Watoto wenye umri wa kati ya miaka mitano hadi 14 katika nchi za Asia na Pacific kwa mwaka 2000 waliokuwa wameajiriwa ni milioni 127 sawa na asilimia 19.1, mwaka 2004 ni milioni 122 sawa na asilimia 18.8 na mwaka 2008 ni milioni 96 sawa na asilimia 14.8. Nchi za Latini Amerika na Visiwa vya Caribbean mwaka 2000 walikuwa watoto milioni 17 sawa na asilimia 16.1, mwaka 2004 milioni 11 sawa na asilimia 10 na mwaka 2008 milioni 10 sawa na asilimia 9.

Inimu alisema, “Katika takwimu za kimataifa watoto kati ya umri wa miaka mitano hadi 17 kwa mwaka 2000 waliokuwa wanafanya kazi za kuajiriwa ni 245,500,000 sawa na asilimia 16, mwaka 2004 ni 222,290,000 sawa na asilimia 14.2 na mwaka 2008 ni milioni 215,270,000 sawa na asilimia 13.6”.

Aliongeza kuwa idadi ya watoto ambao walikuwa wanaofanya kazi ambazo si salama kwa maisha yao wenye umri wa kati ya miaka mitano hadi 17 kwa mwaka 2000 ni 170,500,000 sawa na asilimia 11.1, mwaka 2004 walikuwa 128,380,000 sawa na asilimia 8.2 na mwaka 2008 ni 115, 310,000 sawa na asilimia 7.3.
Aliendelea kusema kuwa watoto waliokuwa wameajiariwa kati ya umri wa miaka mitano hadi 14 kwa mwaka 2000 walikuwa 186,300,000, mwaka 2004 walikuwa 170,380,000 na mwaka 2008 walikuwa 152,850,000.

“Kwa mwaka 2000 watoto wa kike waliokuwa wanafanya kazi za kuajiriwa walikuwa asilimia 15.2 na wa kiume asilimia 16.8, mwaka 2004 watoto wa kike walikuwa asilimia 13.5 wa kiume 14.9 na mwaka 2008 watoto wa kike walikuwa asilimia 11.4 na wa kiume asilimia 15.6” .
“Hivi ajira kwa watoto wa kike imepungua kwa asilimia 15 hii ni kutokana na asasi mbalimbali za serikali na zisizo za kiserikali kuwaangalia kwa ukaribu zaidi na kuwasahau watoto wa kiume”, alisema.

Inimu alisema kuwa tatizo kubwa lililopo hivi sasa ni kuongezeka kwa ajira za watoto wa kiume ambapo zimeongezeka kwa asilimia 20 kwa watoto wa kati ya umri wa miaka 15 na 17 ambao wanaajiriwa kwa wingi na wanafanya kazi ambazo ni hatari kwa maisha yao. Aliongeza kuwa ajira za watoto hao kwa mwaka 2000 zilikuwa asilimia 17.8, mwaka 2004 asilimia 14.4 na mwaka 2008 asilimia 16.9.

Asilimia 60 ya watoto walioajiriwa wanafanya kazi za mashambani, asilimia 25.6 kazi za kutoa huduma, asilimia 7 kazi za viwandani na 7.5 wanafanya kazi zisizoeleweka .
Afisa huyo alizitaja sababu za kuongezeka kwa ajira za watoto kuwa ni umaskini unaozikabili familia nyingi jambo ambalo linawafanya wazazi wengi kuwatumia watoto wao kama mtaji wa kujipatia fedha za kukidhi mahitaji yao ya kila siku.

ZIFF 2010 WORKSHOPS

ZIFF has the pleasure to announce to East African Filmmakers that there will be 3 Workshops to be held during ZIFF between 10th and 18th July 2010. In order to attend please send your name and a short profile and a personal statement why you wish to attend the workshop. Selected participants will have to pay their way to Zanzibar but accommodation will be provided by the festival.


CO-PRODUCTION WITH SWEDEN (Wednesday July 14th –9.30- 11.30)
Following on the success of the Uganda-Sweden Coproduction Imani (by Caroline Kamya) CinemAfrica festival has organised for a Roundtable discussion with Co-producers and potential co-producers on Co-production opportunities with Sweden.
The workshop will detail co-production opportunities with Sweden, where there is regional funding available for international co-productions, for example; Picture editing, Sound (tracklaying, mix), Visual effects, Grading and conform. There is also genuine interest from Swedish film makers and professionals to participate in projects abroad - as crew and/or mentors.
Jan Marnell, from Sweden, Co-producer on Imani was key to the cooperation between Uganda and Sweden. Jan Marnell and Carol Kamya together with CinemAfrica would be making a workshop/presentation to participants interested in learning and availing themselves of this opportunity

DOCUMENTARY PRODUCTION: THE CREATIVE GENIOUS OF CONNIE FIELD (Wednesday July 14 1.30- 4.30pm)

The objective of the day-long workshop is to provide an intense overview of the art of documentary production under the tutelage of Connie Field.

Connie Field (producer / director) has worked on numerous dramatic and documentary films as well as independently producing her own work. Her feature documentary, “Freedom on My Mind” (1994) is a history of the civil rights movement in Mississippi. It was nominated for an Academy Award; won the Grand Jury Prize for best documentary at the Sundance Film Festival; Best of Northern California, National Educational Film Festival; etc
She was a co-director on “Forever Activists” (1990 Academy Award Nominee, produced & directed by Judy Montell), and she produced, directed and edited the feature documentary “The Life and Times of Rosie the Riveter” (1981). “Rosie” earned fifteen international awards for Best Documentary (including Gold Hugo, Chicago; John Grierson, Blue Ribbon, American International Festival; Golden Marazzo, Festival dei Popoli; Gold Award, Houston; Cine Golden Eagle; Golden Athena, Athens Festival; British Academy Award Nominee),

As a result, in Africa, where almost 50% of people have access to a cell phone, cellphilmmaking offers serious potential for filmmakers. The cell phone poses its own aesthetics. MAISHA CLUB KUFUNGULIWA




UKUMBI maarufu wa starehe wa Club Maisha unatarajiwa kufunguliwa upya Juni 24 mwaka huu, baada ya kufanyiwa ujenzi mkubwa kutokana na kuungua moto mwaka jana.

Mkurugenzi Mtendaji wa Kampuni ya Entertainment Masters inayomiliki klabu hiyo, Francis Anthony Ciza (Majey), alisema klabu hiyo imefanyiwa ubunifu mkubwa ili kukonga nyoyo kwa kutoa burudani murua na ya uhakika kwa wateja wake.

“Club Maisha inakuja katika mtazamo mpya kwa kutoa burudani za usiku Dar es Salaam iliyopambwa vizuri, sauti ya kutosha na inaipeleka Tanzania mbele katika kutoa burudani za usiku.

“Baada ya miezi kadhaa wateja wetu kukosa burudani, klabu yao sasa inarudi ikiwa ni ya kisasa zaidi yenye televisheni 32 zitakazokuwa zikionesha fainali za Kombe la Dunia na video za muziki, sehemu mbili za kuchezea, vyumba viwili maalumu vya VIP, hii yote ni katika kuuweka kuwa ya kisasa,” alisema Majey.

Vitu vingine vilivyopo katika Club Maisha ni pamoja na sehemu za kuvutia sigara, varanda ya juu, sehemu saba (7) za baa, jiko na TV kubwa inayoonesha fainali za Kombe la Dunia na michezo mingine kwa nje.

Mkurugenzi Mtendaji huyo alisema siku itakayofunguliwa Club Maisha itakolezwa na kusisimuliwa na baadhi ya wachezeshaji muziki (ma-DJ) kutoka Afrika Mashariki na Marekani ambao watapiga nyimbo kali zinazotesa kwa sasa duniani.

“Klabu tayari imekaguliwa na mainjinia kutoka Idara ya Zimamoto pamoja na Shirika la Umeme Tanzania (TANESCO) ili kuhakikisha hakuna ajali ya moto inayoweza kutokea tena, na milango ya dharura imeongezwa ili kuhakikisha usalama mkubwa unakuwepo,” alisema Majey.

“Tumewekeza vya kutosha ili kuirejesha Club Maisha katika nafasi yake ya ubora kwa klabu za usiku Tanzani, tumeweka staili za kisasa kwa lengo la kutoa burudani iliyotakata kwa wapenda burudani za usiku,” alisema.

Jamani napenda kuwapa updates ya kinachoendelea hivi sasa mjini Dodoma. Mambo ni motomoto sasa hivi, na kwa kweli wana CCM wana kila sababu ya kumdhamini Mh. Jakaya Kikwete.

Zoezi linaloendelea sasa hivi ni kwamba wana CCM wa Mkoa wa Dodoma wanatia saini (kudhamini) kwenye fomu za mgombea wa urais kupitia CCM Ndugu Jakaya Mrisho Kikwete. Vijana wa UVCCM ndio wanaoendelea na shughuli hii.
Awali mgombea Urais Mh. Jakaya Kikwete alipita kuwasalimu wana CCM wenzake na kuwashukuru kwa kitendo chao cha kumdhamini ili kuendelea na awamu ya pili ya urais.

Kabla ya hapo, Mgombea pia alipokea michango kutoka vikundi mbalimbali vya wana CCM kumsaidia katika shughuli nzima ya kuzunguka mikoa yote ya Tanzania kuomba udhamini wa kuendelea na uongozi wa CCM ngazi ya juu kabisa.

The 5TH edition of M-Net’s BIG BROTHER AFRICA will launch just days after the newest World Cup Champions are crowned, and with the golden prize of USD 200 000 once again up for grabs, a breathtaking new game will be well and truly on!

And this time, Big Brother fans in over 40 countries across the continent are going to get a show that’s more edgy, more tactically challenging and more intensely strategic than ever before.

“What a great moment this is – to bring back a show that our audience loves for an incredible 5th time. We wanted season 4 (Big Brother Revolution) to be special but it exceeded our hopes. Now, with the news out in the open, M-Net has confirmed that the latest BIG BROTHER AFRICA will begin on July 18, and will be screened live 24/7 for 91 days on DStv Channel 198 for DStv Premium and Compact subscribers.

And breaking with tradition, M-Net has announced it won’t be calling for entries for the new show. The company has revealed that having run the series 4 times previously, they’re now head-hunting contestants from a database of previous entries submitted for the show.

“We want to invest more broadly in season 5 and having already been introduced to a world of interesting characters from previous searches, there’s limited value in spending extensively in another search for contestants,” says Alabi.

She goes on to say, “We’ll still be looking for entertaining persons with a sense of humor, a love of adventure and the ability to enjoy the very exciting Big Brother experience. In the past we’ve spent widely to find contestants in 14 countries. This year, we’re using these funds to develop a gutsy new series, recreating the house in a very different way and focusing on putting new technology into place.”

One technological change already in place is that this year DStv channel 198 will feature two television feeds so audiences can choose to move from one BIG BROTHER feed to another. At any one time there will be two streams of video and audio coming out of the house and audiences can simply pick the one that they wish to watch.

And with the rules governing conspiracy and alliance about to be given a radical new perspective, audiences will definitely want to follow the action closely!

More good news from BIG BROTHER AFRICA is that charming Nigerian television and radio star I.K. Osakioduwa, whose easy humor and professional style are well known, will return to the BIG BROTHER stage for a second time. The star, whose credits include Comedy Club and Studio 53, is a familiar face to DStv viewers and a longtime fan of the Big Brother series.

WATUMISHI WA UMMA 45,846 WAMELIPWA MALIMBIKIZO YAO

Hadi kufikia mei 2010 jumla ya watumishi wa umma 45,846 wamelipwa malimbikiza na mapunjo ya misharara yenye thamani ya shilingi 34,381,059,688.


Hayo yalisemawa leo Bungeni na Waziri wa Nchi, Ofisi ya Rais Menejementi ya Utumishi wa Umma Mhe. Hawa Abdulrahman Ghasia wakati akiwasilisha makadirio ya matumizi ya fedha kwa mwaka 2010/2011 mjini Dodoma.

Alifafanua kuwa kati ya idadi hiyo, 20,760 ni Walimu na 25,086 ni watumishi wengine.


‘Kwa upande wa upandishaji wa vyeo, watumishi wa Serikali kuu na Serikali za mitaa wapatao 45,269 walipandishwa vyeo ambayo ni sawa na asilimia 80 ya watumishi 56,586 walioidhinishwa kupandishwa vyeo kwa mwaka 2009/2010’ alisisitiza zaidi.


Alisema vibali vya ajira mpya 44,857 kati aya 45,568 sawa na asilimia 98.4 vya viliyoidhinishwa kwa mwaka 2009/2010 vilivyotolewa kwa waajiri mbali mbali.


Aidha Waziri huyo amesema kuwa katika kuongeza maslahi ya watumishi wa umma katika mwaka wa fedha 2010/2011 Serikali inatarajia kutumia kiasi cha shilingi trilioni 2.332

Fedha hizo zitagaharimia malipo ya mishahara, ajira mpya, upandishaji vyeo na kulipia madini ya malimbikizo ya Serikali kuu na Serikali za mitaa.


Kiasi hicho ni ongezeko kwa shilingi bilioni 558 sawa na asilimia 31.5 ya fedha zilizotengwa kugharimu masilahi na ajira ya umma katika mwaka wa fedha 2009/2010.

‘Serikali inatarajia kuajiri watumishi wapya 49,593 ambapo kipaumbele kitakuwa katika sekta za elimu,afya,kilimo na mifugo.

ZIFF YAONGEZA AWARD KWA WATANZANIA




Zanzibar International Film Festival (ZIFF) katika kuhakikisha inawapa nafasi wanatasnia ya filamu nchini imeamua kuongeza changamoto zaidi, kama awali ZIFF ilipoamua kufanya Swahili Day kwaajili ya kuonesha filamu za kitanzania tu na sasa imeamua kuoneza changamoto nyingine.

Siku ya Swahili Day itakua ni tarehe 17 Julai, 2010 ambayo pia ni siku ya kutoa tuzo za ZIFF. "Tumeamua kuongeza kitu katika siku hii ili kuweza kuwazuta zaidi watengeneza filamu wa kitanzania, ili wajue jukwaa hili ni lao na pia ZIFF inawajali sana"- Daniel Nyalusi, Meneja wa Tamasha.

ZIFF itatoa tuzo kwa Filamu Bora ya kitanzania na pia Tuzo ya muigizaji bora (Best Tanzania Feature Film and Best Tanzanian Actor/Actress), hii ni katika kuleta changamoto mpya kwa kiwanda cha filamu Tanzania.

Tutatoa ratiba ya filamu zitakazo oneshwa siku hiyo na pia zitaingia moja kwa moja katika kinyang'anyiro cha tuzo hizo. Mpaka sasa filamu zitakazo kuwemo ni Huba, Nani, Usaliti na Happy Caples, Pay Back, Black Sunday, Babra na zingine nyingi ambazo zitagombea tuzo hizo. Filamu hizi ni zile ambazo zimeingia katika kundi la filamu za kitanzania.

Kuna filamu zingine za kitanzania ambazo zimeingia katika kundi la filamu zate katika tuzo za ujumla kwasababu ni fupi ama zimefanywa na watanzania kwa kushirikiana na watu wa nje ndio maana haziwezi kuingia katika kundi hili kama vile Twiga Stars, Ndoto ya Zanzibar, Nipe Jibu, Marafiki, Wanawake 8, Mwamba Ngoma, Stowaways, Tuna Haki na filamu amabyo nimeongoza mimi lakini nimefanya na watu wa Denmark inaitwa Home To Mother.

Harambee ya Mamlaka ya Elimu Kusaidia Wasiojiweza Kupitia M-Pesa


KAMPUNI ya simu za mkononi ya Vodacom Tanzania imeingia makubaliano na Mamlaka ya Elimu Tanzania (TEA) ambapo wananchi sasa wataweza kuchangia maendeleo ya elimu nchini kupitia huduma ya Vodafone M-Pesa.
Mkurugenzi wa Mauzo, Huduma za Kabla na Usambazaji wa Vodacom, Exaud Kiwali alisema jana kuwa mpango huo umefikiwa baada ya Vodacom Tanzania kuingia mkataba wa ushirikiano kati yake na TEA.
Vodafone M-Pesa ni huduma ya kutuma na kupokea pesa kwa kutumia simu za mkononi ambayo hutolewa na Vodacom Tanzania kwa wateja wake kwenda mtandao mwengine wowote Tanzania.
Kiwali alisema kwamba mteja wa Vodacom aliyejisajili na huduma ya Vodafone M-Pesa sasa anaweza kuchangia fedha kwa kutuma mchango wake kwenda namba 300100.Alisema mpango huo ni sehemu ya mkakati wa Vodacom Tanzania wa kusaidia jamii katika sekta ya maendeleo ya elimu.
“Ikumbukwe kwamba hivi sasa Vodacom Tanzania kupitia Mfuko wake wa kusaidia jamii (Vodacom Foundation) ina programu maalum ya kukuza elimu na kupitia mfuko huo inatoa kompyuta na madawati pamoja na kujenga madarasa ya shule mbalimbali za sekondari hapa nchini”, alisema.
Vodacom Tanzania ina mkakati wa kuendelea kushirikiana na wadau mbalimbali wa elimu hapa nchini ili kukuza na kuboresha kiwango cha elimu.
Kwa kutumia huduma ya Vodafone M-Pesa, uchangiaji wa maendeleo ya elimu hivi sasa utakua umefanywa rahisi na Kiwali alitoa wito kwa Watanzania kutumia ipasavyo mpango huu.
Naye Mkurugenzi wa Uhamasishaji na Ukuzaji Rasilimali wa Mamlaka ya elimu Tanzania Seif Mohamed aliishukuru Vodacom Tanzania kwa ushirikiano huo ambao alisema una lenga kukuza kiwango cha elimu hapa Tanzania.
“Kupitia huduma ya M- PESA, wachangiaji wa maendeleo ya elimu wataweza kuchangia moja kwa moja bila makato yeyote kwa mchangiaji au mpokeaji”, alisema.
Alisema kwa kuanzia michango yote itakwenda katika kampeni maalum ya kuchangia wanafunzi wenye ulemavu inayoendeshwa na mamlaka hiyo.
Mpango huu utawezesha watanzania wengi kushiriki kuchangia maendeleo ya elimu nchini popote walipo kupitia M-PESA.

MFUKO WA KUENDELEZA WACHIMBAJI WADOGO





Serikali imetenga kiasi cha shilingi bilioni moja kama kianzio cha Mfuko wa kuendeleza Wachimbaji wadogo nchini.Hayo yamesemwa na Waziri Mkuu Mhe. Mazengo Pinda leo Bungeni wakati akiwasilisha mapitio na makadirio ya matumizi ya fedha yake na Ofisi ya Bunge kwa mwaka 2010/2011.
Alisema kuwa pamoja na kuendeleza Mfuko huo pia itaanzisha kitengo maalumu cha kuendeleza wachimbaji hao.Hata hivyo Mhe. Pinda alisema kuwa pamoja na hayo bado kuna tatizo la wachimbaji wadogo kutozingatia taratibu za kisheria na hivyo kuwepo uvamizi wa maeneo, ajali za migodini, uharibifu wa mazingira na migogoro kwenye migodi.
Alitoa wito kwa wachimbaji kufanya shughuli zao kwa kufuata sheria, taaratibu na kanuni za usalama migodini.
Alisema kuwa katika mwaka 2010/2011 serikali itaimarisha Wakala wa Ukaguzi wa Madini kwa kuupatia watumishi mahiri na vitendea kazi vya kisasa.

Sauti za Busara ni tamasha la muziki la kimataifa,ambalo hufanyika kila mwezi wa pili Zanzibar,kuonyesha muziki kutoka sehemu zinazo zungumza kiswahili, katika bara la Afrika na pande zote.

Miaka iliyopita ,zaidi ya vikundi 280 vimekwisha shiriki baadhi yao ni Jose Chameleone, Samba Mapangala, Saida Karoli, Natacha Atlas, Didier Awadi, Bassekou Kouyate,Banana Zorro & the B Band, Joh Makini, Nako2Nako Soldiers, Nyota Ndogo,Thandiswa, Culture Musical Club na wengineo wengi.

PROFESSOR HAROUB OTHMAN'S DEMISE: A GAP THAT REMAINS UNFILLED

It was Sunday 29th June 2009 at around 3.00 pm when messages from colleagues at the institute of development studies of University of Dar es salaam started flocking into my phone all reading ‘professor Haroub Othman is no longer with us’, ‘a great intellectual loss’, ‘our academic father has gone’ all of which trying to express the sorrowful loss of such a great guru not only in laws but also politics, diplomacy, economics, democracy, human rights and social welfares.

While the government is struggling to widen access of more people to earn university education, the country is experienced another huge loss of its prominent intellectual resource that was expected to push forward the mission. In a three years time, following the death of comrade professor Chachage whose gap remains unfilled, the academic community was again thorned in almost the similar way because these are people we wish they could live longer for the current and future generation to benefit not only from their intellectual but also charismatic wisdom.

There is no doubt that, the news were shocking to everyone who once had an opportunity to meet him, talk to him and/or even listen him through the media where he diligently and heartedly spent most of time dishing out important messages to his fellow citizens. He had a passion for his country and had a vision of what Tanzania should be in terms of development; respect the rule of law, good governance and social welfare at large.

I started hearing this great name while I was in standard seven in the year 1993 when schooling at Mbokomu primary school in Moshi rural district but my attention was peculiarly drawn two years later in 1995 when he was heading the United Nations team to facilitate the formation of the transitional government (setting up governance structure) in Liberia after many years of wars and unrest.

My thought by that time was sharpened and my appetite to advance and excel in the career ladder was wet by the late professor Othman knowing that the great responsibility bestowed on him by that time was not just only the kind of individual respect he was earning but also the professional legacy that his institution and country will live up with for hundreds of years ahead.

He was a role model for the majority of us in the academic community and almost every student wanted to register a course that the late comrade Othman was facilitating. I personally felt blessed when he taught me a course on governance and development during my undergraduate studies in the years 2002/2003 and when I returned for my master’s degree in development studies in the year 2008 where he taught me socialist political ideas in development.

The late professor Othman was and stills an inspirational to the majority of us today. Not only to those who has gone to school or taught by him but to anyone whose desire and optimism for a better and just society stands beside him. He always wanted to see things going righteously in our dear country and everyone gets the desirable share of our national cake.

His spirit was molded by the fear of God, his professional and/or intellectual mighty was sharpened and blessed by the wishes of those vulnerable groups in the society whose existence rest upon the voice of people like professor Othman who firmly stood and emphasized the need to anchor our political freedom in addressing those obstacles that impedes human development such as inequality, corruption, poor governance, social and political exclusion that will enable all the people to have voice in what happens in their communities regarding their well being.

Professor Othman was not only an academician and/or activist but also the father at the hill. I called him a father for one reason, he was always ready at any times to meet and talk to his family (university students). He was reachable and welcoming at all times and places be it in the corridors, his offices, on the road, his cell phone and at any point you happen to meet him.

A lot can be said and written about professor Othman but the most important is to make sure his legacy live with us especially in setting a collective vision of governing our dear nation which he always felt proud to be part of it. His interests in dialogue as well as strong belief in socio-economic and political justice should reaffirm our responsibility as a nation to stand for issues that will bold our unity and ensure the thriving of peace.

We will always remember and miss you Prof.

Rais Kikwete Ziarani Kigoma Azindua Lake Tanganyika Hotel



Rais Jakaya mrisho Kikwete akisalimiana na mtoto ambaye jina lake halikuweza kupatikana mara moja muda mfupi baada ya kuwasili katika uwanja wa ndege wa Kigoma kwa ziara ya kikazi ya siku mbili.


Rais Jakaya Mrisho Kikwete akisalimiana na baadhi ya wafanyakazi wa Hoteli ya Lake Tanganyika mjini Kigoma muda mfupi baada ya kuifungua leo mchana.

Rais wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi Dk Amani Abeid Karume,akifungua Mkutano wa siku 5 kuhusu,miradi ya Jamii kwa nchi zinazoendelea,katika ukumbi wa mikutano wa AICC Arusha leo,mkutano huo umewashirikisha wajumbe wa nchi 45 Dniani.




Baadhi wajumbe wapatao zaidi ya 200,kutoka nchi 45 Duniani walioshiriki katika mkutano unaozungumzia kuhusu miradi ya jamii kwa nchi zinazoendelea wakifuatilia kwa makini Hotuba ya Rais wa Zanzibar na Mwenyekiti wa Baraza la mapinduzi Dk Amani Abeid Karume,aliyoitoa akiufungua mkutano huo katika ukumbi wa AICC Arusha leo.

Rais wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi Dk Amani Abeid Karume,akifuatana na Waziri wa Nchi Afisi ya Rais Utawala bora Sophia Simba,wakiingia katika Ukumbi wa Mikutano wa AICC Arusha,kuufungua Mkutano wa siku 5 kuhusu,miradi ya Jamii kwa nchi 45 zinazoendelea,jana, PIcha na Ramadhan Othman Arusha.

SARATANI YA TEZI LA KIBOFU

“Gonjwa la wanaume tu! Madhara kwa familia nzima!”

Jee saratani ni gonjwa gani? Neno saratani ni jina la ugonjwa ambao hutokea wakati chembe chembe za uhai katika sehemu fulani ya mwili zinapoanza kukua bila kufuata utaratibu na mfumo wa mwili - zinaasi na kutengeneza vivimbe vidogo vidogo. Kwa kawaida chembe chembe za uhai mwilini huwa zinajigawa, zinapevuka na baadaye kufa kwa kufuata taratibu za mfumo wa mwili.
Lakini chembe chembe za uhai za saratani hazifuati mfumo huo. Badala ya kufa, zenyewe zinaishi mda mrefu kuliko chembe chembe za uhai za kawaida na wakati huo huo huendelea kutengeneza chembe chembe za uhai asi zingine na kutengeneza vivimbe vidogo vidogo, saratani.
Saratani ya tezi la kibofu ni gonjwa gani? Tezi la kibofu linapatikana katika mwili wa kiumbe mamalia dume tu (angalia mchoro - prostate). Chembe chembe za uhai katika katika tezi la kibofu zinapoanza kukua bila kufuata utaratibu na mfumo wa mwili - zinaasi na kutengeneza vivimbe vidogo vidogo, hapo mtu anakuwa amepata saratani ya tezi la kibofu. Zipo aina nyingi za saratani.
Zipo zinazowapata watoto tu, vijana, wanawake na wanaume. Saratani ya tezi la kibofu huwapata wanaume tu na hasa wenye umri wa takribani miaka 50 na kuendelea. Tokana na tafiti mbali mbali saratani hii imedhibitika kushika nafasi ya pili, ukiacha saratani ya mapafu kwa vifo vya wanaume wenye umri wa takribani miaka hamsini na kuendelea. Tafiti za Chama cha Saratani cha Marekani na cha Afrika Kusini vimebaini kuwa,“mwanaume mmoja kati ya sita atapata saratani ya tezi la kibofu katika uhai wake”.
Na kama wanaume mia moja wenye umri takribani miaka 50 na kuendelea wakigunduliwa kuwa na saratani za aina yoyote ile, asilimia ishirini na tano watakutwa na saratani ya tezi la kibofu. “Saratani hii haina mipaka ya kitabaka” asema Askofu Mkuu Desmond Tutu. A

Emmanuel Kandusi na Rais Mstaafu wa Afrika ya Kusini Mzee Nelson Mandela ni baadhi ya wahanga wa gonjwa hili ambao bila ya kujinyanyapaa na wala hofu ya kunyanyapaliwa, wamevunja ukimya na kuwa wawazi katika jamii. Pamoja na yote hayo, ifahamike bayana, saratani ya tezi la kibofu ikigundulika mapema inatibika kwa urahisi zaidi.

Hali hatarishi: Kuna hali hatarishi nyingi zinazochangia mwanamume kupata saratani ya tezi la kibofu. Kati ya hizo nyingi hapa ntazitaja tano tu. Kwanza ni umri: Nafasi ya kupata saratani ya tezi la kibofu inaongezeka sana hasa ukifikia umri wa takribani miaka 50 na kuendelea. Nasaba: kama katika ukoo kuna historia ya ugonjwa wa saratani ya tezi la kibofu suala na nasaba linachangia kumweka mwanamume kuwa hatarini kupata saratani ya tezi la kibofu kwa misingi ya nasaba (genetic).

Lishe: wanaume wanaopenda kula nyama yenye mafuta mengi na aina ya maziwa yenye mafuta mengi (high-fat diet) wako katika hatari kubwa ya kupata saratani ya tezi la kibofu; Mazoezi: Wanaume wasiopenda kufanya mazoezi na Unene (obesity). Vitamini D: Upungufu wa Vitamini D.

Dalili za saratani ya tezi la kibofu: .Swali linakuja: Jee mwanamume ataziona dalili zipi zinazoashiria ana saratani ya tezi la kibofu? Zipo dalili nyingi na hapa naziitaja baadhi tu:

Udhaifu katika kujisaidia haja ndogo na unapotoka unakatizwakatizwa;
Kushindwa kukojoa na kushindwa kuanza pata haja ndogo;
Unapohisi haja ndogo unapata shida kuzuia haja ndogo isijitokee yenyewe;
Haja ya kutaka kupata haja ndogo kila wakati hasa nyakati za usiku; hata kukojoa kitandani;
Mkojo kujitokea wenyewe;
Maumivu au kuhisi mwasho wakati wa haja ndogo;
Mbabaa kusimama kwa shida;
Maumivu wakati unapotoa manii wakati wa kujamiana;
Damu damu katika mkojo na katika manii;
Maumivu kiunoni au pajani hasa mguu wa kushoto.
Kukosa hamu ya kula na kupungua uzito / kukonda.
Pamoja na kuorodhesha dalili hizo napenda msomaji ujue kwamba mwanaume anapoanza kuziona na kuzihisi kati ya dalili hizo, basi ajue chembe chembe za uhai asi katika tezi la kibofu chake zina umri wa takribani miaka minane na kuendelea.
Uchunguzi: Kwa kuzipitia dalili hizi, imegundulika kuwa wanaume wengi wakiziona na kuzihisi huwa na soni kwenda kumwona daktari kwa uchunguzi. Wengi huzihusisha na magonjwa ya zinaa au kuzihusiza na dhana potofu za kishirikina kwamba mtu kalogwa. Wapo wanaokwenda mbali zaidi hata kuuita ni ugonjwa wa mabasha na wengine kuurahisisha kama ugonjwa wa utu uzima kana kwamba saratani ya tezi la kibofu ni haki yake kuugua mtu mwenye umri wa takribani miaka hamsini na kuendelea.

Mambo kama hayo huleteleza wazee kujinyanyapaa na kujikuta wengine wakijitibu chochoroni au kwa waganga wababaishaji mpaka pale wanapokuwa hoi bin taabani, mambo yamekuwa mabaya ndipo wanapopelekwa hospitalini.

Hapa tunatoa wito kwa wazee kuweka kipaumbele tabia ya uchunguzi wa afya kwa ujumla na ukifikia umri wa takribani miaka 50 na kuendelea uchunguzi huo ujumuishe uchunguzi wa tezi la kibofu angalau mara moja kwa mwaka. Kuwahi kugundua saratani hii kabla hata ya kuziona dalili hizo ni faida kubwa kwa mwathilika kwani saratani hii ikigundulika mapema ni rahisi kutibika.

Matibabu: Ifahamike kuwa katika zama hizi matibabu ya saratani yapo na pia ijulikane kuwa kadri saratani ikigundulika mapema tiba yake inakuwa nyepesi zaidi. Zama hizi kuna tiba nyingi hapa nazitaja nne mahsusi. Kuna tiba ya uangalizi (active surveillance), upasuaji (prostatectomy), mionzi (radiotherapy) homoni (hormone therapy) na kemikali (chemotherapy). . Mwathilika ukigundulika una saratani ya tezi la kibofu unashauriwa ushauriane na daktani wako na kuamua tiba itakayokufaa.

Tanzania 50 Plus Campaign: Kampaini hii imeanzishwa na Centre for Human Rights Promotion – CHRP Dodoma (Kituo cha Kukuza Haki za Binadamu). Lengo kuu la kamapeini hii ni kupunguza maumivu na vifo vinavyotokana na saratani ya tezi la kibofu. Kampeini inatarajia kufikia lengo lake kwa kutekeleza shughuli zifuatazo:

Uhamasishaji: Kuelimisha na kusambaza habari juu ya ugonjwa huu. Kuwatia moyo wanaume wote wenye umri takribani miaka 50 na kuendelea kwenda hospitali kupata huduma za uchunguzi wa tezi la kibofu na watakaobainika kuwa na matatizo kupata matibabu;
Mradi darasa: Kampeini imechagua Wilaya ya Kongwa kuwa mradi darasa. Katika wilaya hii tutafanya utafiti jamii kubaini idadi ya wazee na kuwafanyia uchunguzi wa tezi la kibofu. Watakaopatikana wana tatizo la aina yoyote katika tezi la kibofu, kwa kushirikiana na ndugu zao watapatiwa matibabu;
Uwezeshaji: Tutahamasisha Wizara ya Afya na Utawi wa Jamii, wafadhili wa nje na ndani, jamii kwa ujumla ili vifaa hivi vya kufanyia uchunguzi na vya tiba ya saratani ya tezi la kibofu vinapatikana na kuwekwa katika hospitali na vituo vyote vya afya nchini. Vifaa vinavyotakiwa ni “Semi Automated Eliza Machine Stat Fax 303 with Washer”158 (bei Tshs. 7.5 ml kila kimoja) and na paketi 1,580 za vitenganishi “Prostate Specific Antigen Reagents” (bei Tshs. 220,000 kila paketi);
Vikundi vya Misaada: Tutafungua vikundi vya misaada kwa wahanga, wenzi na familia. Katika vikundi hivi ushauri nasaha utatolewa na pia kuwasaidia waathilika wapya;
Haki za Binadamu: Afya ni haki ya kila binadamu. Kampeini itazingatia maudhui hii na kuwa ndio nguzo ya kampeini nzima.

KAMPAEINI INAKAZIA WITO KWA MSISITIZO:

Kwa wanaume wote wenye umri takribani miaka 50 na kuendelea, tafadhali mwone daktari wako kwa uchunguzi wa afya ukijumuuisha uchunguzi wa tezi la kibofu;



Pia wito kwa madaktari wote, mnapopata wagonjwa wenye umri takribani miaka 50 na kuendelea washaurini pamoja na matibabu mengine, wafanyiwe uchunguzi wa tezi la kibofu.
