Rais Dr.Jakaya Mrisho Kikwete akikutana kwa mara ya kwanza na baraza lake jipya la mawaziri ikulu jijini Dar es Salaam leo asubuhi



RAIS Jakaya Mrisho Kikwete leo, Jumatatu, Novemba 29, 2010, amekutana rasmi kwa mara ya kwanza na Baraza la Mawaziri lake jipya pamoja na Naibu Mawaziri na kuwapa maelekezo ya awali ya nini anakitarajia kutoka kwa wateule wake hao.
Mawaziri wote 29 na Naibu Mawaziri wote 21 ambao Rais Kikwete aliwaapisha rasmi kushika nyadhifa zao katika sherehe iliyofanyika Jumamosi iliyopita, Novemba 27, 2010, wamehudhuria mkutano huo kwenye Chumba cha Baraza la Mawaziri, Ikulu, Dar es Salaam.


Katika mkutano huo uliochukua kiasi cha saa tatu, Rais alianza kwa kuwaeleza mawaziri kuwa katika kipindi hiki cha pili cha uongozi wake hakutakuwepo na muda wa kupoteza, na wala hatakuwa tayari kukubali maelezo ya kwa nini utekelezaji wa majukumu ya msingi umeshindikana.


Kwa mara nyingine amewapongeza Mawaziri na Naibu Mawaziri hao akisisitiza: “Mnastahili pongezi hasa ukizingatia ukweli kwamba nyinyi mmebahatika kuteuliwa kutoka kwenye orodha ndefu ya wabunge wengi wenye sifa za kushika nafasi mlizo nazo. Nimewateua kwa imani kuwa pamoja nanyi, tutatimiza matumaini ya wananchi wa Tanzania waliokichagua Chama cha Mapinduzi kiendelee kuongoza nchi yetu.”
Ameongeza: “Ni imani yangu kuwa kwa mshikamano na ushirikiano wetu kama timu moja ya ushindi, tutatekeleza majukumu yote kwa uadilifu, uaminifu na ufanisi wa hali ya juu. Ufanisi wa Waziri ama Naibu Waziri katika utekelezaji wa majukumu yake unategemea sana ufahamu na uelewa wake wa masuala muhimu yanayohusu Nchi, Serikali na Wizara anayoiongoza.”


Katika mkutano huo ambao ameuelezea kama wa Utangulizi wakati inaandaliwa Semina Elekezi, Rais Kikwete amewaelezea wateule wake maana ya Baraza la Mawaziri na majukumu yake, na kutaka kila Waziri ahakikishe anatayarisha kalenda yake ya masuala muhimu ambayo anataka yajadiliwe na Baraza la Mawaziri kwa mwaka.


Rais Kikwete pia amewaeleza wateule wake kuhusu wajibu wa Mawaziri katika Bunge akisisitiza kuwa ni wajibu wa kila waziri kuhudhuria vikao vyote vya Bunge, na kuwa ndani ya Bunge mawaziri wote wa Serikali lazima wawajibike kwa pamoja.


“Ni muhimu ieleweke kuwa kama ilivyo kwa maamuzi ya Baraza la Mawaziri, uwajibikaji wa Mawaziri Bungeni ni wa Pamoja. Kwa hiyo, Hoja ya Serikali Bungeni ni Hoja ya Mawaziri Wote na siyo Waziri anayewasilisha hoja tu,” amesema Rais Kikwete.


Rais pia amewakumbusha wateule wake kuhusu uwajibikaji wa pamoja (collective responsibility) katika kuongoza nchi, akisisitiza kuwa uwajibikaji huo unaelezwa kwa ufasaha katika Hati Maalum (Instrument) ya Majukumu ya kila Wizara.


Kuhusu uhusiano kati ya Waziri na Rais, na kati ya Waziri na Waziri Mkuu, Rais amesema kuwa pamoja na kwamba shughuli zote za utendaji Serikalini hutekelezwa kwa niaba ya Rais, lazima mawaziri wakumbuke kuwa Waziri Mkuu ndiye msimamizi wa shughuli za kila siku za Serikali.
Rais Kikwete pia ametaka kujengeka mahusiano mazuri kati ya Waziri na Naibu Waziri wake akisisitiza: “Jambo la msingi la kuzingatia ni kwamba uhusiano mzuri baina ya viongozi hawa ni nguzo muhimu katika mafanikio ya Wizara. Kwa hiyo, ili kuepuka migongano katika utekelezaji ni muhimu mipaka ya kazi za Waziri na Naibu Waziri ikaheshimika na pia ni wajibu wa Waziri kumpangia kazi Naibu Waziri katika Wizara husika.


Katika mkutano huo, Rais Kikwete pia amezungumzia uhusiano kati ya Waziri na Katibu Mkuu; uhusiano kati ya Waziri wa Nchi Asiyekuwa na Portfolio na Katibu Mkuu; uhusiano kati ya Naibu Waziri na Katibu Mkuu, na uhusiano kati ya Waziri na Waziri wa Sekta Nyingine.


Rais Kikwete pia amefafanua kuhusu uhusiano kati ya Wizara na Wadau Wengine; uhusiano baina ya Wizara, Mikoa na Halmashauri; uhusiano na Taasisi Zilizo Chini ya Wizara; uhusiano na Wasaidizi wa Mawaziri pamoja na utekelezaji wa Maagizo ya Viongozi wa Kitaifa.


Rais Kikwete pia amewaeleza Mawaziri na Naibu Mawaziri kuhusu nyaraka muhimu ambazo wanapaswa kukabidhiwa na kuzipitia watakapofika kwenye nafasi zao mpya za kazi. Nyaraka hizo ni pamoja na Taarifa ya Makabidhiano ya Ofisi, Katiba, Ilani ya Chama Tawala, Dira ya Taifa, na Mpango wa Kukuza Uchumi na Kupunguza Umasikini (MKUKUTA).


Aidha, Rais Kikwete amewaeleza wateule wake kuhusu umuhimu wao kufahamu Sera, Sheria, Kanuni, Taratibu, Mikakati, Mipangomkakati, Mpango na Bajeti ya Wizara, Mpango wa Kazi wa Wizara na Masharti ya Kazi ya Waziri.


Rais Kikwete vile vile amekumbusha Mawaziri na Naibu Mawaziri wake kuwa suala la vita dhidi ya rushwa ni suala la kikatiba na kuwataka kuhakikisha kuwa Mpango wa Pili wa Mkakati wa Kitaifa wa Kupambana na Rushwa (NACSAP-11) unatekelezwa.


Pia amewataka Mawaziri kusimamia mapato ya Serikali yasiyotokana na kodi na kudhibiti matumizi ya Serikali.


Rais Kikwete pia amewataka viongozi hao kuzingatia maadili ya uongozi ikiwa ni pamoja na kusimamia sheria za nchi, kuheshimu sheria katika shughuli na mambo yao binafsi na pia kutunza siri za Serikali kwa mujibu wa kiapo chao.
Rais Kikwete pia amesisitiza umuhimu wa Mawaziri na Naibu Mawaziri kuwasiliana na wananchi kwa maana ya kueleza mafanikio ya Serikali na mipango ya Serikali katika kushughulikia matatizo ya wananchi.
Amewataka kuvitumia kikamilifu Vitengo vya Mawasiliano ya Serikali katika wizara zao ambavyo ndivyo vyenye jukumu la kutoa taarifa kuhusu Wizara inavyotelekeza majukumu yake.


“Uzoefu unaonyesha kuwa Mawaziri wengi ni wazito kufanya mawasiliano na wananchi hata pale ambako Wizara imefanya mambo mengi mazuri. Hivyo, Mawaziri muwe mstari wa mbele kuelezea mafanikio ya utendaji wa Serikali katika Wizara zetu,” ameelekeza Rais Kikwete na kuongeza:


“Lazima ujengwe utamaduni wa kudumu wa kuwasiliana na wananchi wote ambao ndio waajiri wetu kupitia kura zao. Mawaziri wote tumieni Vitengo vyenu vya Mawasiliano na vyombo vya habari kwa ustadi ipasavyo,” amefafanua Rais Kikwete.

NCHI 56 DUNIANI ZATAJWA KUFANYA VEMA KATIKA KUUDHIBITI UKIMWI



NA MWANDISHI MAALUM

NEW YORK-Tanzania ni kati ya nchi 56 duniani ambazo zimefanikiwa ama kuudhibiti au kupunguza maambukizi mapya ya ugonjwa wa ukimwi kwa asilimia 25 katika kipindi cha kati ya 2001 hadi 2009.

Kati ya nchi hizo 56, 34 ni za Kusini mwa Jangwa la Sahara.

Ripoti iliyotolewa jana na Shirika la Umoja wa Mataifa linalohusika na mpango wa kupambana na Ukimwi ( UNAIDS) imeeleza kuwa kutokana na udhibiti wa ugonjwa huo, dunia hivi sasa imeanza kushuhudia kupungua kwa maambukizi mapya kwa asilimia 20 katika kipindi cha miaka 10.

Aidha taarifa hiyo pia inaeleza kuwa katika miaka mitano iliyopita idadi vya vifo vitokanavyo na ugonjwa huo imeshuka kwa karibu asilimia 20 huku idadi ya watu wanaoishi na virusi vya ukimwi ikitengamaa.

Kwa upande wa nchi tano ambazo kiwango cha maambukizo kilikuwa cha hali juu, nne kati ya hizo ambazo ni Ethiopia, Afrika ya Kusini, Zambia na Zimbabwe zimeweza kupunguza kwa asilimia 25 maambukizi mapya huku Nigeria ikielezwa kama iliyoweza kuimarisha kiwango cha maambukizi.

Bara la Afrika Kusini mwa Jangwa la Afrika ndilo linaloelezwa katika ripoti hiyo kuwa ndio limeathirika zaidi kwa kuwa na asilimia 69 ya maambukizi yote mapya.

Hata hivyo ripoti hiyo imeonyesha kuwa nchi saba ambazo zote ziko katika Ulaya ya Mashariki na Asia ya Kati kiwango cha maambukizi mapya kimeongezeka kwa asilimia 25

Ripoti hiyo inabainisha zaidi kwamba vijana katika nchi 15 ambazo zimeathiriwa zaidi za ugonjwa huo, kiwango cha maambukizi mapya kimepungua kwa asilimia 25 hasa kutokana na vijana hao kutumia njia salama za kujamiana.

Takwimu zinaonyesha katika ripoti hiyo ambayo ni mpya, kuwa kwa mwaka 2009 idadi ya watu waliopata maambukizi mapya ilikuwa milioni 2.6 ikiwa ni pungufu kwa asilimia 20 ilikilinganishwa na mwaka 1999 ambapo idadi ya watu walioambukizwa ilikuwa ni milioni 3.4.

Kwa mujibu wa ripiti hiyo watu waliokufa kutokana magonjwa yanayohusiana na ukimwi walikuwa 1.8 milioni kwa mwaka 2009 ikiwa ni pungufu ikilinganishwa na watu 2.1 milioni waliokufa mwaka 2004.

Ripoti hiyo inakwenda mbali zaidi kwa kuonyesha kuwa hadi mwishoni mwa mwaka 2009 watu 33.3 Milioni wanakadiriwa kuishi na virusi vya ukimwi, idadi ambayo ni juu kidogo ya watu 32.8 milioni kwa mwaka 2008.

Sababu ya kuwapo kwa idadi kubwa ya watu wanaoishi na virusi inaelezea katika ripoti hiyo kuwa inatokana na watu hao kutumia dawa za kuudhibiti ugonjwa huo (ARVs)

Mkurugezi Mtendaji wa UNAIDS Bw. Michel Sidibe akizungumza wakati wa uzinduzi wa ripoti hiyo uliofanyika Geneva Uswis anasema kuwa uwekezaji mkubwa wa raslimali na mipango madhubuti katika kupambana ugonjwa huo kumeza matunda.

Hata hivyo Bw. Sidibe anasema kumekuwa na upungufu katika ufadhili wa kimataifa katika mipango na miradi ya kupambana na ugonjwa huo, hali inayoweza kurudisha nyuma au hata kuzorotesha mafanikio hayo.

Mama Salma Kikwete apokea zawadi kutoka Lindi



Mke wa Rais Mama Salma Kikwete akipokea zawadi ya jogoo aliyopewa na wazazi wa kijana Abbas Maluka wanaoishi katika kijiji cha Nangalu huko Lindi Vijijini. Abbas anasoma mwaka wa kwanza huko Dar es Salaam Institute of Technology (DIT). Mama Salma anamsaidia kijana huyo kumlipia ada ya chuo kutokana na wazazi wa Abbas kukosa uwezo wa kulipa. Makabidhiano hayo yalifanyika katika ofisi za WAMA tarehe 11.11.2010.

The third annual Swahili Fashion Week at Karimjee Gardens came to a close on 6th of November 2010 in Dar Es Salaam, Tanzania with pomp and pageantry.

Swahili Fashion Week 2010 collectively brought together 24 designers from Swahili speaking countries to showcase their creativity in designing a variety of clothing with an assortment of materials and accessories.

In addition four awards were presented on the final night that included Best stands at Swahili fashion week which was warded to Art n Frame by Muzu Sulemanjee.

The winner of the Southern Sun Best Dressed Guest Award won a weekend at the hotel in an executive suite was Isabel Radick wearing Kikoromeo ensemble with her partner.

“In addition to showcasing established designers, this year Swahili Fashion Week aims giving recognition to models and emerging designers by acknowledging their hard work, dedication and commitment to the fashion industry.” said Mustafa Hassanali, organiser of the event.

Last year winner of the Swahili fashion week model award Victoria Martin, passed on her title to Ali Hassan.

From 31 applications, to 16 semi- finalist right through to the 8 Finalist who showcased their collection on the final day of Swahili fashion week, Grace kijo won the second runner up award whilst Zarina suleiman won the first runner up ward. The winner of the 2010 edition of Swahili fashion week emerging designer’s competition was Subira Wahure who won n Internship with Manju Msitta and deducted slot t 2011 edition of Swahili fashion week.

“I thank the almighty, my parents and the organisers of Swahili Fashion Week” stated an emotional Subira Wahure on being announced the winner.
